How does the tax abatement law in Nevada help homeowners?

Nevada's state legislature passed a law to cap annual property tax increases at 3% for primary residences and up to 8% for properties that are not owner-occupied. State law NRS 361.4723 gives homeowners tax relief when home prices increase. If new construction homes in Las Vegas are on recently rezoned land, they may not receive tax abatement this year; the 3% primary residence and up to 8% non-owner-occupied tax cap will start the following fiscal year.
